Social Media Influencer License is for the ones who earn money from creating content in the UAE. If you are a social media personality getting monetary benefits, you are running a business. And like any other business in the UAE, you are required to get licensed.

Recently, a new media law has taken effect from May 29, 2025. It has changed the requirements of how influencers can operate legally in the UAE. Under Federal Media Law No. 55 of 2023, you now need two licenses: a business license and a media license. These regulations apply to you if you are earning money from any social media platform in the UAE. Whether you share beauty tips on Instagram or unbox products on YouTube, you come under influencer category.

This blog will walk you through everything from who needs a license, to the application process, costs and penalties.

Influencer License Dubai: Why the UAE Requires Influencer Licensing

With over 10.7 million active social media users in the UAE, content creation is now considered a booming industry. Though the opportunities are growing for social media influencers but there are also concerns about transparency, misinformation, and unregulated paid content. To address these issues, the UAE Media Regulatory Office has formalized rules to:

  • Regulate influencer activity as a commercial enterprise

  • Protect consumers from misleading promotions

  • Ensure content aligns with cultural, religious, and legal standards

  • Provide structure for legitimate digital entrepreneurship

Licensing helps influencers operate professionally. The brands trust you when you collaborate with them with your UAE’s influencer license. Your influencer license keeps you safe from legal risks and you build credibility in the market.

Do You Need an Influencer License in Dubai or the UAE?

If you are monetizing your content in any way, chances are you do. You will need both a commercial license and a media license if you:

  • Get paid for sponsored content or brand partnerships

  • Earn through affiliate links or product placements

  • Offer paid content creation or digital marketing services as an individual or company

  • Promote content on platforms like Instagram, TikTok, YouTube, or Snapchat

On the other hand, if you post unpaid reviews, promote your own products, or receive free gifts with no money involved, you may not need a license.

If you have a contract with a licensed influencer agency, you will be covered under their group license. But, to be on safe side, you should verify it.

What’s New in 2025? Understanding the Law

The UAE’s influencer licensing system was introduced earlier, but the 2025 update has added more structure, and stricter enforcement. Here is what changed under Federal Media Law No. 55 of 2023, effective from May 29, 2025:

Two Licenses Are Mandatory

You must first get a commercial license, whether freelance or trade, and then obtain an advertiser permit. From February 1, 2026, no individual can legally publish advertising or promotional content online until an advertiser permit issued, effectively an influencer permit by the UAE Media Council, is in place, as it allows the legal publication of promotional content. If you don’t obtain two licenses as per requirements, you are not legally allowed to earn from content.

Three-Year Fee Waiver

The Advertiser Permit is free for the first three years for residents under Cabinet Resolution No. 41/2025, which lowers the early influencer license cost. After that free period, the permit costs AED 1,000. Visitor permits cost AED 500 for a three-month term.

Severe Penalties for Non-Compliance

Fines can reach up to AED 1 million for violations such as spreading false information, insulting religion, or promoting banned products. Content can also be removed at the direction of the regulatory authority.

New Oversight by Content Standards Committee for Social Media Influencers

This committee monitors influencer activity and enforces a list of 20 content standards. These standards cover public morality, religious sensitivity, and social cohesion.

Step-by-Step: How to Get an Influencer License in the UAE

The process of obtaining the UAE’s influencer license is as follows:

Step 1: Choose Where to Set Up, Free Zone or Mainland

You will need to decide where to establish your influencer business legally, whether you are setting up an influencer license in dubai or a broader influencer license uae structure depending on jurisdiction. There are two main options across the united arab emirates:

Free Zone Setup

Mainland Setup

Best for solo content creators, freelancers, and digital entrepreneurs

Best for influencer agencies or companies targeting UAE-based clients

• 100% foreign ownership

• Can work directly with government departments and local brands

• No personal or corporate tax

• Eligible for government contracts and public sector projects

• Quick setup with minimal paperwork

• More documentation and formal approval processes

• Remote-friendly operations (no office required)

• May require physical office space depending on business activity

• Licensing through free zone authority

• Licensing through DED (Dubai) or ADDED

Step 2: Apply for a Commercial or Trade License

Before you can apply for a media permit, you must first secure the required commercial trade license. Depending on how you plan to operate, you can choose either a freelance license for solo content creators or a trade license for running an agency or company. Here’s a quick comparison to help you decide:

Step 3: Apply for the Media License

Once you have your business license, you will apply through the National Media Authority’s online portal and its digital services for eServices access as part of obtaining a uae influencer license and your E-Media license. The National Media Authority, alongside the national media council, oversees this process.

What you will need:

  • Valid passport copy and Emirates ID copy

  • UAE residence visa for the Advertiser Permit application, where applicable

  • Copy of your commercial license

  • Links to your active social media accounts

  • A photo

  • Description of the type of content you create

Step 4: Get Your UAE Residency Visa (If Needed)

If you are not already a UAE resident, most free zones offer freelance or investor visa options bundled with the license. This visa is usually valid for 2 years and allows you to live and work in the UAE legally.

Step 5: Follow the Content Rules and Stay Compliant

The UAE’s new media law outlines 20 content guidelines that every influencer must follow for advertising content and media content shared through influencer activity. These include:

  • No promotion of alcohol, gambling, or banned substances

  • No misleading claims or false advertising

  • Clearly disclose paid partnerships

  • No religious or cultural disrespect

  • No content that disrupts social harmony

Violating these standards can result in fines, license cancellation, or forced content takedown. The Content Standards Committee actively monitors influencer platforms to enforce these rules.
